Fewest Active Tables Rule
When guests are seated at an available table, the system automatically assigns the active waiter with the fewest currently active tables.
If multiple available waiters have the same tied minimum table count, any of the tied waiters may be chosen by the system.
The Branch Manager can manually reassign the waiter on any active table at any time.
If a Waiter ends their shift while still assigned to active tables: "End Shift" is NOT blocked. The shift ends successfully, and the Manager is responsible for manually reassigning those active tables to another on-duty waiter.
